Well, connect up the network message system with a small plugin stub in python or something, expose the popup API to it, and I'm sure we can each decide for ourselves what events and messages should and shouldn't generate popups and under what circumstances. Then, perhaps, we could expose a few more APIs like chat/chat-history - as an example.
