I'm actually trying to get a lawyer to perform this analysis
pro bono for the group. The lead I've pursued so far has turned up dry
-- I'm about to pursue some more leads. If I'm unable to do so, then
we can figure out how to fund something. I'll probably be able to find
some funds, but it seems best to try to get it for free first.

My interpretation (and C2Net's attorneys interpretations when
advising C2Net) is that "encryption commodities or software" applies
to the entire product, not just specific source files.
My advice is that the core wait until an opinion from an
attorney is completed before accepting any contributions from US
persons. That seems safest to me.
