mkerr.pl does that, but this is not part of the building process -- it
justs helps writing the software by doing something that would be too
boring to do manually.  So techically, OpenSSL does modify .h files in
place, but this is outside of the scope of this discussion.

There were previously several other files (including .h files) that
were modified in place, but this should be mostly history by now.
