The U.S. government cannot tell a U.S. company or citizen that it
cannot import OpenSSL.  The laws that are being used to control
exports cannot be applied to imports.  Nor can they be applied to
software that is used by U.S. companies and citizens that was acquired
outside the U.S.  

You have voiced this concern several times now without describing what
restriction you think might be applicable to a U.S. company or
citizen.

U.S. Constitution Section 9 

  "No bill of attainder or ex post facto Law shall be passed."  
 
The government may not pass a law today that changes the rules of
yesterday.

I would really like to see a published opinion from anyone that
believes there is a problem.  Without such an opinion it is impossible
for me or anyone else to produce the evidence necessary (including a
written letter from BXA) refuting the opinion.
