The CHANGES entry for ECDH is useless if you don't also know that the interface is going to change, so it appeared appropriate to add this 'TODO' to CHANGES. The second 'TODO' doesn't really belong there, but these two will most likely be handled simultaneously, so I preferred not to split them. The earlier 'TODO' item (the one one COMPLEMENTOF...) should disappear from CHANGES, though.
