This probably means, that you have messed up permissions during the
unpacking process... Don't know why.

I don't see a reason why OpenSSL should not install on RedHat.
However: Redhat ships a specially built version of OpenSSL (some
algorithms left out), so it is strongly recommended to use RPM packages
obtained from Redhat and not replace them with self compiled items.
