The rules do seem silly, but the US deems it "exporting" when you post crypto-related material on the internet. For freely available source code, all you have to do is send notification of the URL where the code is (or copies of the code), to two internet addresses. One is at the Department of Commerce. I am not sure where the other is, but it is probably the National Security Agency's National Cryptologic School in Fort Meade.
