Agreed. But I think the alternative is worse (i.e. we ignore new
issues until we have dealt with the backlog which may take some
considerable time). Actually though I suspect the number of
resubmitted defects will be relatively small compared to the total
number of defects in the system. We can attempt to encourage people to
only resubmit "significant" defects - and where they do so identify
the older defects so that they can be closed off.
