This is just a shot in the dark answer -- because I don't know of a way to use SSL without using SSL :)
You can get a web-site project up and running using port 443 with a web-server (like apache), without using openSSL encryption on port 443.... Then you can setup openSSL and your certs later and can encrypt communications over port 443.
