It depends on what you want to test ECDSA for. If it is part of FIPS 140-2 compliance (it usually is with that test) then you might want to look at the OpenSSL FIPS module 2.0 effort: http://www.openssl.org/docs/fips/ That specific test is covered by the fips_ecdsavs utility. If you just want an ECDSA self test then for FIPS 140-2 a pairwise consistency test is acceptable. If you definitely need to perform a KAT then you will need to set the 'k' value.
