Many do.  Don't forget that the two original projects that formed OpenStack
were both from active deployments, one of which is still around and very
active in the community in many ways.  Most of the top contributors in
terms of commits and code are from companies that are either operators
themselves or directly support operators as a paid service.  That said,
there are also conflicting priorities as some companies and operators are
focused on serving different markets and user bases.  It seems like much of
the division on priorities and implementation of "operator-requested" needs
may be due to the perceptions caused by differing priorities?
