To be clear Matt has been active an active reviewer. The previous reference link simply showed commits owned by him which also pertained to our project. Here is a complete list of changes that he's reviewed[0][1] in the OSAD project.

Since one of the primary purposes of core reviewers is to actively review code it doesn't make much sense to me. If Matt becomes more active performing quality reviews then I have no qualms.
