Both good topics. What about establishing an OpenStack Foundation for
ownership of code and having the partner community share the costs of
any legal engagements? I thought that a foundation was proposed
originally to handle that kind of thing?

I think that is a good idea, because it spreads the burden and helps
promote a fair ecosystem. The foundation should also own trademarks.
