Why is draft there? 
Once upon a time it was in openSUSE wiki, so editing was possible in place for 
anyone with Novell account. 

Right now, one has to:
1) read, 
2) copy-paste to email that will goof up line length, so back copy to original 
will mean manual work to fix lines.
3) edit
4) send email

It could be better to have source in some Etherpad or public or semi-public 
Google document:
* it has history (timeline) so one can revert unwanted changes,  
* it allows concurent exiting (unlike wiki),
* each editor is marked with color, so attribution is kind of easy
