Just announce on factory what you are going to do: "I'll submit an updated xfce-patterns package, with these changes...". Don't request discussion (people will discuss anyway ;-)), but just state it as fact. If a discussion starts, we can see what we can take from that, if not just go ahead with your changes. Then submit your changes in OBS and I and / or Takashi will review them (note: I'm on vacation next week, so my latency will be high) and accept them.
