I have sitemesh and webwork2 working perfectly... And I didn't do anything abnormal to get it to work.
One thing ... Are you using the webwork actions from within a decorator ? If so, then you may run into problems, as the decorator is applied after the result is executed, therefore there is no action context when the decorator page is processed. I don't know a workaround for that yet..
