The Protel autorouter, like all or nearly all autorouters, does a very poor 
job routing on a single layer. It is possible to force the autorouter to 
keep to a single layer by placing primitives on the layer you do not want 
to be routed. But the results are likely to be unsatisfactory.

Single-sided design would almost always be done manually. I've designed 
many single-sided boards and typically one will move the components around 
to improve the connection topology and to minimize the number of jumpers 
needed.
