As Abdulrahman wrote, your question would be better placed on the Protel 
EDA forum rather than the Off Topic forum, and the autorouter has been 
shown to be not good for single layer jobs.  Give it a try though..

Using Design Rules in the PCB editor you can set the routing layers (look 
for the Routing Layers rule on the Routing tab).  Set Bottom layer to "Any" 
and all other layers to "Not Used".
