Free, as far as cost goes, I don't know about any other official policies.

Not at all.  Not sure how to define "Critical"; perhaps my problems weren't 
critical enough.
Now, before I get flamed for saying this, here's my disclaimer... This is 
the experience of only one user who may have slipped through the 
cracks.  Your mileage may vary, and perhaps their support has improved...I 
wouldn't know.  I very rarely ask for tech support from Protel.  I'm a very 
accomplished user of this software, so the few times I have asked for 
support in the last couple of years the questions I was asking were not 
easy to answer.
The last 3 times I have emailed or called them I received no reply either 
by phone or email.  None whatsoever.  The last time I called and did get to 
talk to an agent immediately, (perhaps 4 years ago) his response was pretty 
much "I don't know".

If you want support, you will have to get it from this "unofficial" 
group.  There are some extremely knowledgeable people here, and the advice 
you get here will always be better than Protel's.  Plus, we can answer a 
wider range of questions, to be sure.  Responses are generally quite timely.

Unknown to me.  See above.  Perhaps others can comment on this.

Yes, they have a number to call in the US.  I don't know about Japan.

The way you phrased that question kinda raised the hair on my neck a bit... 
I would sure hate to be in Japan with a client and need help figuring out 
how to do this or that :)
I assume you already know that there is a very substantial learning curve 
associated with any EDA software, and Protel isn't an exception.  If you 
have never used EDA software before you will need months of practice to do 
much in a timely way.

Forgive me if you have years of experience and I totally misread that :)
