I'm sure others will have their opinions, but to be strictly neutral (despite my obvious involvement in OpenVAS) in an ideal world you'd want to use both plus a number of other tools since each will have strengths and weaknesses. If you want to go ahead and develop something openvas-devel will be happy to help. The protocols themselves are well documented thanks to Greenbone so it shouldn;t be so hard.
