I think you've touched the wrong file, because I'd expect at least the
openvas directory to exist.  The file is
PREFIX/var/lib/openvas/mgr/tasks.db where PREFIX depends on your
installation.  If you installed from packages then please use your package
manager to make sure that you've used the right prefix for var/lib/.

Might be weeks before the next release.
