Enable -Wtype-limits by default (via -Wextra)

Removes a few smaller instances:
 - Fix return type check for socket() on Windows/Unixy
 - Ignore a few instances related to WSAWaitForMultipleEvents.
   The compiler says the check is currently useless, but
   we follow the API documentation.
