FYI, OpenWrt (and the LEDE fork/reboot) has done this for some time, OCC 
has been enabled even with --enable-small since November 2015. According 
to the commit message introducing this change [1], enabling OCC adds 
about 3 kB to OpenVPN in compressed form.
