Which OS are client and server running? And which version of OpenVPN?
How are you measuring network performance? Iperf? Iperf3?
Try playing with "--fragment" in UDP mode; don't change the MTU but add
fragment 1400
mssfix
to both client and server configs, then decrease the fragment parameter
to see if that has any effect.
