Client is Debian, Server is CentOS.
Both running the latest version (all test environment)
I've measured with speedtest-cli (just for the reference). Since it've been
used in all cases, it should have a good representation of the issue.
Changing fragments to 1400 or 0 (as well as mtu) improves/decrease the
performance *somehow*.
While i think that the problem is more generic. I'd expect improvement of
x10 or x20 not +-1mbps.

What might be the problem here...
