(Looking through the setupapi.offline.log file [and the DriverStore\FileRepository\ driectory in general], it seems like the part of this name before the "_amd64" is taken from the name of the .inf file originally used in the installation process -- and that the usual convention is have a driver-specific name for the file, e.g. "geminilakesystem.inf" or "cannonlake-lpsystemthermal.inf" . I don't know that changing the name would directly have made any difference in our case, but as long as you are looking at changing the generation of the .inf files, I wondered if it would make sense for the TAP-Windows installer to use a more descriptive name than "oemvista.inf"...?)
