I also answered this before - get a solid understanding how systemd works,
and how the systemd unit files on your system are configured (= which
directories are protected, or made private). Also find out if SElinux
is active, blocking openvpn (and openvpn scripts) from writing to places.
Since I am not using Linux for server purposes, I can't solve this for
you.
(You could *cough* pay a local linux expert to go through this with you,
step by step, and build the system the way you want it)
