One word: Stability.
But look, I have no intention debating the merits of trunk versus stable 
releases. 
The developers obviously agree with the philosophy of stable releases; that is 
why they have established them over time.
My inquiry aimed at the apparent impasse to move 10.03.1 from rc3 to final, and 
associated an offer of support (yet to be responded to).
