error message was due to a misconfiguration in the /etc/config/dhcp6c
file. I had the enabled option on the first line set to "0" instead of
"1." Making this change solved my problem. I can't believe I made such a
simple error, but it's easy to miss using the LUCI interface, and
sometimes when editing a text config file, you skip to the parts you care
about without analyzing the default settings.

Isn't whole point of this ticket is that outside IPv6 connections aren't
working? That's clearly in your original ticket description. Internal IPv6
connections have always worked for me- but I cannot ping or connect to
IPv6 addresses.
So I vote to keep this ticket open.
