1) It is possible that sqm is not inserting all the modules it needs, try
running it by hand and checking for errors. Notably act_mirred and ifb
needs to be in lsmod.
As I noted, I (or someone) needs to sit down and make sure sqm works right
always on an openwrt system, rather than just on cerowrt. That involves
doing a complete dependency check, getting rid of the experimental qdiscs,
and using the openwrt default naming schemes.
2) I have no idea what from those threads was relevant. I have not checked
10Mbit speeds at all, prefering to do that sort of speed in software.
3) the ifb0 device is for ingress.
