The real cpu-eater is the rate limiter. (htb or hfsc). We have hit a
fairly hard limit in the 60mbit range on inbound with the current code
there on most of the sub 700mhz mips platforms. Some work is going on
investigating it. So if your inbound is >60mbit, measure cpu usage, and
turn off inbound if it's excessive. Fixing outbound is the most critical
thing anyway.
