I'm a bit at a loss here and cannot really suggest anything other than
calling your ISP at this point. Judging from your tcpdump OpenWrt sends
the Router Solicitations (and these are fairly simple 8 or 16 Byte
packages) and the ISP just doesn't respond with a Router Advertisement for
some reason.
