#19537: new package not installed on the target system

Reproduce the failure:

├── openwrt-root
│ └── package
│ └── feeds
│ └── pkg2 -> ../../../pkg
├── pkg
│ └── Makefile
Compiler can successfully generate '''ipk''' file. But pkg does not
install on the target system.
No compilation errors.
Modify the link name to ''pkg'' can solve this problem.
Hope can make errors at compile time, so can save time to look for
errors. Or make this approach work.
