 That directory structure looks strange.
 There is normally <root>/package and there is <root>/feeds, but there is
 normally no <root>/package/feeds.  (there is <root>/feeds/packages =
 "packages" feed contents, but no packages should be placed directly in
 feeds/ )

 Easiest would probably be to initially edit your package at
 <root>/package/pkg2
 Then it should be handled normally.

 Make sure that you have an "install" section in the Makefile with the
 correct $(INSTALL_BIN) etc. commands.
