Test setup: r45772 on ar71xx + https://patchwork.ozlabs.org/patch/477135/
I can't reproduce this issue anymore. I think @ndb fixed it in r45751.
I ran 10 reboots on ar71xx without loosing the overlay.
@bittorf probably had problems with https://dev.openwrt.org/ticket/19742
