Looks like some stuff in configuration files is missing somehow...
More details would be helpful to find the reason:
1) What operational system do you use?
2) What did you install before typing 'openxpkiadm initdb'
3) Have you already made
# openxpkiadm deploy
and
# openxpki-configure ...some options here...
?
