Hmmm, that looks like the name attribute of (one of) your <pki_realm>
tag(s) is empty maybe?
It should look something like this:
<pki_realm name="I18N_OPENXPKI_DEPLOYMENT_TEST_DUMMY_CA">

As even outdated configuration is read in during initialization, you
might want to clear your 'config' table after changing it.
