Try to add <read> permission for 'RA Operator' for this type of workflow too.
I see only <create> permission in your acl.xml.

Fixing the LDAP workflow in 'near future' mentioned by Sergei appears to
be rather complicated and time-consuming. May be we will found some workaround.
What is the snapshot number of the OpenXPKI you use?
