It sounds like it could work if there was a way to say that I only want
to recieve x number of alerts if the notification is resending.  I am
trying to avoid the situation where if someone has their phone off they
don get slammed with 500 messages (assuming a host / service stays down).

Is there a way to do that?  That is specify the number of alerts that
should be received?
