Maybe it's just a bug, but there's no definition for the variable above.
Indeed, the problem is inside the file:

/usr/local/opsview-web/opsview_web.yml - there's no mention for it.
The solution is simple: add a line, immediately after
    name: 'Viewport Summary'
like this:
     access: VIEWPORTACCESS

Remember:
you must restart the opsview webserver,
you MUST use just blank spaces to indent the line (not TAB),
and add a check VIEWPORTACCESS for user admin too - default is missing.

Good idea. However, that only hides the menu option. The URL /viewport will still be accessible. But it should be a one line change to check VIEWPORTACCESS has been set. I've raised a Jira for us to fix this in the next release: https://secure.opsera.com/jira/browse/OPS-1027
