The Mobile setting in the html code says the variable is Pager though.
Pager is treated a bit differently from other contact variables:

I'm still having trouble understanding what the issue is. You are
saying that the pager attribute is not getting into the Nagios
configuration file? Can you provide a screenshot of a contact's
notification variables + a screenshot of the notification method
configuration?
