I have so far been unable to reproduce the problem. Setting up a master/slave system monitoring a host with snmp traps set on it, I have sent a generic trap to the monitoring system when monitored by either the master or slave slave and I can collect the debug information afterwards. This suggests there may be a difference between your master and slave servers, possibly such as what MIB's are available on the servers. Can you confirm that /usr/local/nagios/snmp/load is the same on both the master and the slaves and the snmptrap daemon has recently been restarted?
