Under HADOPI, the ISP is required to monitor your Internet usage, at their cost. After three warnings, they are meant to disconnect you while you continue paying your ISP bill. I'm sure that's going to do wonders for the ISPs' customer relations. While HADOPI mandates massive surveillance of Internet users, the total budget voted for enforcing it is a mere 6.7 M€ per annum, which implies that enforcement will be entirely from the ISPs' pockets.
