Really?  I've heard the same thing.  Spent a *lot* of time with
9.x versions a few years ago.

I have a 10.7 system here.  It's pretty small, and HR only, but I
never do anything with it other than make sure it's up.  It's had
zero maintenance from an apps perspective since I've been 
here. ( June 2001 )
