I know it existed in Oracle6 - and just checked my handy Oracle 6.0 SQL*Plus v3.0 Quick Reference (circa 1991) to be sure. The only v5 manual I could find easily is my Database Administrator's Guide for Version 5.1 (circa 1986) and it contained no information on the copy command, but I'm pretty sure it existed then also.
