Santosh, Time to break out the documentation (a.k.a RTFM).
"create user <username> identified by <password> default tablespace <ts_name> temporary tablespace <temp_ts> quota <whatever> on <ts_name>". You will also need to grant some resources to this user. First things first "CONNECT" would be a good idea.. Then break out the docs on "Import".
