DESCRIPTION: (2) Business systems analysts are needed for the 'Cover Florida' implementation on the QicLink platform. Estimated 3,417 hours of analysis and development to implement with tight timeline of 3/1/09 implementation date. High profile initiative sponsored by the Governor of Florida. The State of Florida's "Cover Florida" initiative is for the uninsured leveraging the administrative capabilities of UMR Qiclink platform. The 'Cover Florida' opportunity will position UHC as a partner with the Governor of Florida for numerous upcoming procurement opportunities within the State. Estimated membership has been projected at 7500 members over 3 years. SKILLS/REQUIREMENTS: Formulates and defines system scope and objectives. Devises or modifies procedures to* solve complex problems considering computer equipment capacity and limitations, operating time and form of desired results. Evaluates business* requirements and prepares detailed specifications that follow project guidelines to develop written programs. Responsible to test and lead UAT testing* activities. Analyzes and revises existing system logic difficulties and* documentation. Responsible for the completion phase of the project to* ensure success. Exhibits and applies comprehensive knowledge of systems* analysis to the completion of challenging assignments. Competent to work* at the highest technical level of all phases of applications systems analysis and programming activities. Exhibits and is able to demonstrate the* relationship of data structures as they relate to systems. Thorough* understanding of technological infrastructure and how it relates to projects. Has a firm understanding of the problems and issues of clients, the* industry and the business environment. Effective communication skills with* all levels of internal and external customers and staff. Strong* facilitation skills to gain customer requirements. Strong problem solving,* interviewing and fact finding skills.
