There is no known issue related to the dtk directory. Please check again the installation.
Just a summary, there are more details in the FAQ. The expected directory is dtk (just three letters) and must be present at the top level of one of your partitions (not a ntfs one). The DECtalk tarball will be placed in the dtk directory.
