Putting the jaas.jar and login_modules.jar on the orion/lib folder does solve the problem. JAAS in its actual version 1.0, next version is included on j2se1.4, has many problems with the load of login_modules. It uses the system classloader to load all of its classes. As mentioned on some sun forums, it will be solved on the next JAAS release. However, if you found a workaround, please send a message to this list, I do not like to put classes on the /jdk/jre/lib/ext folder.
