More info: 1) Removing autom4te.cache/ allows autogen.sh and configure to complete -- so, this will work for the dist tarballs.
2) Copying the updates automake/autoconf/libtools to the testbed allows the autogen.sh and configure to complete w/o removing autom4te.cache. In both cases, no Makefile in the packages tree is built.
